Answers to Common Questions About Extended Producer Responsibility for Textiles

California’s textile Extended Producer Responsibility (EPR) was enforced with the Responsible Textile Recovery Act of 2024.

The law requires producers of apparel and other textiles to manage the lifecycle of their products, including collection, recycling, and responsible disposal. The goal is to reduce textile waste and promote sustainable practices.

The law applies to producers, manufacturers, and importers of textiles sold in California. Retailers may also have responsibilities if they sell textiles under their own brand.

The law covers a range of textiles, including clothing, linens, towels, shoes, bags, and others. Some exemptions apply, like military protective gear.

Producers must establish or participate in programs for collecting used textiles, ensuring they are recycled or disposed of responsibly. They may also need to report data and pay fees to support recycling initiatives.

The only currently approved program is the one implemented by this PRO, Landbell USA.

Producer Responsibility Organization, or PRO, is a third -party entity that manages end-of-life logistics, collection, and disposition of EPR materials – in this case, textiles – on behalf of its members.

You must register by July 1, 2026. Registration is currently open HERE.

This will be determined later in the year as the PRO finalizes its Needs Assessment and implementing regulations.

The first invoice will be due with the registration. This is to cover the set-up costs of the program.
