A PRO (Producer Responsibility Organization) is a specialized, and in this case, non-profit entity, that manages the administrative and logistical requirements of the law for thousands of producers of covered material. It would be impossible for every producer of SB 707 covered material to set up their own stewardship system across California, so they join a PRO to do it collectively.
On March 1, 2026, CalRecycle officially appointed Landbell USA as the sole approved PRO. To stay compliant in California, all obligated producers must register with Landbell USA to handle their fee payments, data reporting, and recycling infrastructure.
This is the immediate and urgent concern for the PRO and for the Producers. All obligated producers must sign up with and join the approved PRO (Landbell USA) by July 1st, 2026 to avoid daily fines of up to $50,000.
For the current 2026–2027 cycle, there is a flat annual registration fee of $1,000 per producer. This is an initial administrative fee rather than a volume-based environmental assessment.
