What Textile Products Are Covered Under SB 707?

“Covered product” means an apparel or textile article.
Clothing & Everyday Apparel
“Apparel” means clothing and accessory items intended for regular wear or formal occasions and outdoor activities. For purposes of this chapter “apparel” includes only undergarments, shirts, pants, skirts, dresses, overalls, bodysuits, costumes, vests, dancewear, suits, saris, scarves, tops, leggings, school uniforms, leisurewear, athletic wear, sports uniforms, swimwear, formal wear, onesies, bibs, footwear, handbags, backpacks, knitted and woven accessories, jackets, coats, snow pants, ski pants, and uniforms for workwear.
Textile Article
“Textile article” means an item customarily used in households or businesses that are made entirely or primarily from a natural, artificial, or synthetic fiber, yarn, or fabric. For purposes of this chapter, “textile article” includes only blankets, curtains, fabric window coverings, knitted and woven accessories, towels, tapestries, bedding tablecloths, napkins, linens, and pillows.

Frequently Asked Questions

A PRO (Producer Responsibility Organization) is a specialized, and in this case, non-profit entity, that manages the administrative and operational requirements of the law for thousands of producers of covered materials. It would be impossible for every covered producer to set up their own stewardship system across California, so they join a PRO to do it collectively.​

On March 1, 2026, CalRecycle officially approved Landbell USA as the sole approved PRO. To stay compliant in California, all obligated producers must register with Landbell USA to organize their registration, fee payments, and future data reporting.

A Producer is a company within the supply chain of the textile products, determined by the hierarchy and conditions set in the law.​ ​ As per SB 707, the hierarchy goes from a manufacturer/brand owner to an importer or retailer:​ 

  • Manufacturer/Brand Owner
  • Brand Owner/Exclusive Licensee 
  • Importer
  • Retailer 

Producers are often confused about whether their specific covered products, like formalwear, uniforms, or textile accessories (handbags/backpacks), are included in the scope of legislatively covered materials within the CA SB 707 legislation. Not every company that sells clothes or towels in California is required to join. Exemptions are split into two categories:

Producer-Based Exemptions (The Business): Even if you sell textiles, you are exempt if:​

  • The $1M Rule: Your annual aggregate global turnover is less than $1,000,000. (This is adjusted annually for inflation).​
  • Secondhand Exclusivity: You exclusively sell secondhand apparel or textiles (e.g., thrift stores or vintage boutiques).​

Product-Based Exemptions (The Inventory)​: Even if you sell textiles, you are exempt if:​

  • You do not have to report or pay fees on the following “Excluded Products,” as they are either covered by other laws or deemed critical equipment:​
  • Existing EPR Items: For example, mattresses, foundations, and carpets (which already have their own California recycling programs).​
  • Medical & Sanitary: For example, reusable diapers, FDA-approved menstrual products, and single-use items like paper towels or wipes.​
  • Safety & Military: For example, PPE designed for health/environmental hazards and clothing specifically for the U.S. Military.​

July 1, 2026 was the statutory registration deadline established under California’s Responsible Textile Recovery Act of 2024 (SB 707). The deadline marked an important milestone for apparel, footwear, and household textile producers as California transitions from awareness-building toward implementation and program development. Producers are encouraged to confirm their obligations and stay engaged as additional requirements and milestones emerge.

For the current 2026–2027 cycle, there is a flat annual registration fee of $1,000 per producer. This is an initial administrative fee rather than a volume-based environmental assessment.​
