Textiles Recycling Needs Assessment

Landbell USA is developing a Statewide Textiles Recycling Needs Assessment in accordance with Section 42984.6 of the Responsible Textile Recovery Act of 2024 (SB 707). This assessment is a foundational requirement to support the development of a compliant, statewide extended producer responsibility (EPR) program for apparel and textiles in California.

This page provides advanced notice and general information on the Needs Assessment process and the upcoming request for qualified, independent suppliers.

Purpose of the Needs Assessment

The Needs Assessment will:
  • Describe the current capability and capacity of textile collection, reuse, repair, recycling, and disposal systems across California.
  • Identify system gaps, investment needs, and infrastructure requirements necessary to meet SB 707 obligations.
  • Assess existing municipal, nonprofit, and private-sector textile recovery programs.
  • Provide the baseline data and analysis used to develop Landbell USA’s Producer Responsibility Organization (PRO) Program Plan and Budget.
The assessment will consider geographic diversity, environmental justice impacts, existing and emerging end markets, workforce needs, and consumer behavior, as required by statute.

Regulatory Context

Landbell USA has established a textiles Producer Responsibility Organization (PRO) in California and is recognized by CalRecycle as the appointed textile PRO under SB 707. The Needs Assessment is conducted pursuant to Section 42984.6 and will inform compliance pathways for covered textile products.

Public Engagement and Transparency

Stakeholder engagement and transparency are core components of the Needs Assessment. The selected supplier will be required to:
  • Engage early with relevant stakeholders, including local jurisdictions, environmental justice organizations, Native American organizations, service providers, and social economy entities.
  • Provide clear and accessible communications regarding the purpose, scope, and findings of the assessment.
  • Offer mechanisms for public input and comments and ensure accessibility requirements are met for all public-facing deliverables.

Procurement Overview and Key Dates

Landbell USA intends to engage an independent, qualified supplier to conduct the Needs Assessment through a structured Request for Proposal (RFP) process.

  • Launch Needs Assessment: July 1, 2026

Expression of Interest (EOI)

Beginning April 8, Landbell USA will invite qualified suppliers to submit an Expression of Interest to participate in the RFP process.

Governance and Independence

The Needs Assessment will be conducted by an independent supplier selected through a competitive process. Landbell USA will oversee the process and ensure alignment with statutory requirements but will not influence the findings or conclusions of the assessment.
