Textiles Recycling Needs Assessment
Landbell USA is developing a Statewide Textiles Recycling Needs Assessment in accordance with Section 42984.6 of the Responsible Textile Recovery Act of 2024 (SB 707). This assessment is a foundational requirement to support the development of a compliant, statewide extended producer responsibility (EPR) program for apparel and textiles in California.

Purpose of the Needs Assessment
- Describe the current capability and capacity of textile collection, reuse, repair, recycling, and disposal systems across California.
- Identify system gaps, investment needs, and infrastructure requirements necessary to meet SB 707 obligations.
- Assess existing municipal, nonprofit, and private-sector textile recovery programs.
- Provide the baseline data and analysis used to develop Landbell USA’s Producer Responsibility Organization (PRO) Program Plan and Budget.

- Engage early with relevant stakeholders, including local jurisdictions, environmental justice organizations, Native American organizations, service providers, and social economy entities.
- Provide clear and accessible communications regarding the purpose, scope, and findings of the assessment.
- Offer mechanisms for public input and comments and ensure accessibility requirements are met for all public-facing deliverables.
